Report summary
On 17 April 2025, the Office of the U.S. Trade Representative finalized a revised port fee structure, building on proposals first announced in February. The new rules introduce escalating fees for vessels entering U.S. ports, based on ownership, operation, and build origin. The USTR has made clear that the proposal is designed to curb China’s maritime influence and “…address China’s unreasonable acts, policies, and practices” in this area. The measures are set to take effect from 14 October 2025.
